Environmental Health ensures that new and remodeled public pool facilities in Tulare County comply with California State laws and local ordinances relating to construction, building materials, equipment, and installation.
You need an environmental health permit, plan review and approval to build a new public pool, spa, or water feature.
A pool is "public" if it's used by more than three residential units.

Plan review consists of submitting two sets of plans with appropriate fees. See plan review forms link below for forms and plan review requirements.
After the submission, plans are reviewed by our staff. Once plans are approved, construction may begin. Three construction inspections will be conducted by our staff (pre-gunite, preliminary, and a final) to make sure that the pool meets state laws and regulations.
Once the final construction inspection is passed the business owner may apply for a health permit by filling out the health permit application form. The owner will be invoiced for the health permit fees. Once fees are paid a health permit may be issued.

The new drop box is located outside on the east side of front entrance, labeled: HHSA/Public Health/Environmental Health.
Plans may be dropped off Monday – Thursday from 7:00 A.M. to 4;30 P.M. and Fridays from 8 A.M. to 11:30 P.M. Excluding weekends and holidays. No CASH please, only checks and money orders. The drop box is locked and secure and is emptied twice a day by staff.
