To plan, organize, direct, administer and evaluate County-wide health and environmental protection programs; serve as the County's director of the approved milk inspection services and local enforcement agency (LEA) for integrated waste management.

Organize and coordinate the functions of the Environmental Health Division including approved milk inspection services. 
Develop, implement, monitor and interpret policies and procedures to maximize the efficiency and effectiveness of department programs and internal operations. 

Prepare and revise ordinances, rules and regulations.
Ensure that all activities relating to compliance with governmental regulations, reporting requirements and other administrative matters meet external and internal standards and are performed in cost-effective, accurate and timely manner.


Monitor budget expenditures and make annual budget recommendations based on division budget estimates and familiarity with operating procedures.
Directs the investigation and resolution of complex violations of environmental health law or regulation. 
Conduct office hearings for violations of environmental health laws. Give expert testimony in court on violations. Advise the Health Services Director and the County Health Officer on environmental health issues, problems and the progress of the division towards its goals.


Promotes the development of new innovative approaches to managing existing and emerging environmental health programs.
Attend and conduct a variety of public meetings representing the Agency, and present and explain department programs, goals and plans.
Establish and maintain effective working relationships with community groups and public and private agencies

Work cooperatively with employees and the public.Function as the major spokesperson for environmental health issues with the general public and business community.
Develop and implement grant proposals.
Provide leadership to department supervisors and staff through the delivery of timely information, guidance and feedback.
